A JOINT RESOLUTION authorizing the legislative research commission to study issues relating to the North Carolina Residential Code for One- and Two-Family Dwellings of THE NORTH CAROLINA building code.

Be it resolved by the House of Representatives, the Senate concurring:

SECTION 1.  The Legislative Research Commission is authorized to study issues relating to the North Carolina Building Code limited to the North Carolina Residential Code for One- and Two-Family Dwellings. In conducting its study, the Commission may study the following issues:

(1)        Determine the necessity of particular building codes.

(2)        Investigate whether the codes are implemented fairly.

(3)        Conduct a cost/benefit analysis.

(4)        Consider the impact of new products.

(5)        Examine the adoption policy for building codes.

(6)        Compare the relationships between licensing boards of affected trades.

(7)        Study the fees and costs.

(8)        Review engineering design and product changes.

(9)        Any other matters necessary in conducting the study.

SECTION 2.  The Legislative Research Commission may make an interim report to the 2013 General Assembly when it reconvenes in 2014 and shall make its final report to the 2015 General Assembly when it convenes.

SECTION 3.  This resolution is effective upon ratification.
