A BILL TO BE ENTITLED
AN ACT to appropriate funds to the winston-salem urban league Community enhancement Collaborative which is a collaborative partnership between winston-salem state university and winston-salem urban league THAT FOCUSES ON COMMUNITY OUTREACH PROGRAMS in the region.
The General Assembly of North Carolina enacts:
SECTION 1. There is appropriated from the General Fund to Winston-Salem Urban League the sum of one million four hundred fifty thousand dollars ($1,450,000) for the 2008-2009 fiscal year to assist with the operating costs of the Winston-Salem Urban League Quality of Life Institute which is a collaborative partnership with Winston-Salem State University Community Enhancement Collaborative. One of the focuses of the Winston-Salem Urban League Quality of Life Institute and WSSU Community Enhancement Collaborative partnership is to facilitate community outreach. The Quality of Life Institute Partnership will include a number of educational centers that will accommodate urban and rural populations who are in need of education, health, and workforce related services, but who have limited or no access to community resources and Winston-Salem State University campus facilities. The funds appropriated by this section shall be used to fund the following centers for the public purposes listed below:
(1) $150,000 shall be allocated to the Center for Entrepreneurship to help offer community outreach programs, sponsor student business ventures, provide assistance for scholarly research and course development in the area of entrepreneurship, and offer incubator services to local entrepreneurs.
(2) $150,000 shall be allocated to the Center of Excellence in Financial Services to help offer seminars to both students and the public, provide individualized financial accounting to the public, offer CFP exam preparation sessions, and provide internship opportunities for SBE students.
(3) $150,000 shall be allocated to the Center for Economic Analysis to help produce annual economic forecasts, quarterly reports of leading economic indicators, budget impact reports, and white papers to influence legislation.
(4) $700,000 shall be allocated to the Quality of Life Center to help address issues related to workforce development, seniors and veterans job training re-entry, health, wellness, and the overall preparation of individuals seeking to become productive and successful participants in the global economy.
(5) $300,000 shall be allocated to the Small Business Technology and Development Center to provide help in start-up, expansion, and operation of small businesses.
SECTION 2. This act becomes effective July 1, 2008.
