2016 Contingent Congressional Plan*

This congressional district plan was adopted by the Joint Select Committee on Congressional Redistricting on February 17th, 2016. It was subsequently filed, and became Senate Bill 2 on February 18th. The plan was drawn in response to a ruling by the United States District Court for the Middle District of North Carolina. A special legislative session was held to meet the court order. This initial version of the plan was replaced by a Senate Redistricting Committee substitute, also on February 18th.

*For the 2016 redraw, a redistricting environment was set up with reference data that included only election contest results and 2010 census population totals. Information from the 2016 redistricting database is included here in the first report item, the "Stat Pack", and the very last item listed, the "District Layer in File Geodatabase Format". During deliberations, a 2011 Stat Pack, listed above as "2011-style Stat Pack", was made available per request by Senator Floyd McKissick. The remaining reports are part of the standard district plan page work-up, and are based on the General Assembly's 2011 redistricting database. They were added after enactment.
