A BILL TO BE ENTITLED

AN ACT to require rural transportation planning organizations to develop and implement attendance policies.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 136‑211 is amended by adding a new subsection to read:

"(d1)    Attendance. – Each Rural Transportation Planning Organization shall develop and implement an attendance policy that requires (i) members to submit to the Rural Transportation Planning Organization the name of at least one designee who has authority to represent the member at meetings held by the Rural Transportation Planning Organization and (ii) members, or their designees, to attend no less than half of the meetings held per calendar year by the Rural Transportation Planning Organization. Each Rural Transportation Planning Organization shall maintain a record of attendance for each meeting held by the Rural Transportation Planning Organization and shall post the record on the Rural Transportation Planning Organization's Web site or submit the record to the Department to post on the Department's Web site. Any area or entity represented by a member, or designee, that fails to meet the minimum attendance requirement set forth in this subsection shall be suspended from participating in the Rural Transportation Planning Organization for the calendar year immediately subsequent to the calendar year in which the member failed to meet the attendance requirement."

SECTION 2.  This act becomes effective January 1, 2018.
