A BILL TO BE ENTITLED
AN ACT to appropriate funds to establish a school construction pilot program.
The General Assembly of North Carolina enacts:
SECTION 1. There is appropriated from the General Fund to the Department of Public Instruction the sum of twenty‑five million dollars ($25,000,000) for the 2008‑2009 fiscal year to establish a school construction pilot program. The State Board of Education shall select the five local school administrative units with the greatest need for school facilities and the least ability to pay for school facilities to participate in the pilot program. The State Board shall allot five million dollars ($5,000,000) to each of the pilot units for its most critical school construction project.
The Department of Public Instruction shall report to the Joint Legislative Education Oversight Committee on its administration of the pilot program and on the anticipated impact of the funds on the pilot units by October 15, 2008.
SECTION 2. This act becomes effective July 1, 2008.
