A BILL TO BE ENTITLED

AN ACT to require the board of governors of the university of north carolina to report on the numbers of minority faculty and graduates in the fields of medicine and dentistry at the state-operated medical and dental schools and also to make recommendations to increase the number of minority graduates from State-operated medical and dental schools, especially graduates who plan to practice in underserved areas of the state.

The General Assembly of North Carolina enacts:

SECTION 1.  Part 3 of Article 1 of Chapter 116 of the General Statutes is amended by adding a new section to read:

"§ 116-40.9.  Report progress regarding the increase of minorities as faculty and graduates in fields of medicine and dentistry at The University of North Carolina.

The Board of Governors of The University of North Carolina shall submit a yearly report to the Joint Legislative Education Oversight Committee by October 1 regarding the progress that The University of North Carolina has made toward increasing minority medical and dental school faculty and minority medical and dental graduates. The report shall include the following information:

(1)       The number of minority students who have graduated from State-operated medical schools and State-operated dental schools.

(2)       The total number of minority faculty at each State-operated medical and dental school.(3)      The total number of fully tenured minority faculty as well as the percentage of tenured minority faculty as a percentage of total tenured faculty at each State-operated medical and dental school.

The report shall also include any recommendations for increasing the number of minority faculty at the State-operated medical and dental schools and any recommendations to increase the number of minority graduates from the State-operated medical and dental schools, especially those who plan to practice in underserved areas. The Board shall consult with The Old North State Medical Society in the development of the recommendations."

SECTION 2.  This act becomes effective July 1, 2007, and shall apply to the 2007-2008 academic year and each subsequent academic year.
