School Construction Needs

Project Scope: The Program Evaluation Division is managing a Legislative Services Commission contract with MGT Consulting Group to (i) perform an independent assessment of school construction needs and (ii) determine which of the local school administrative units have the highest facility needs in relation to their capacity to raise revenue to meet those needs.

Project Mandate: Section 25.1 of S.L. 2016-94

The Scope of the Review Includes: school systems in Anson, Bertie, Clay, Davie, Greene, Harnett, Jones, Scotland and Yancey counties.

Robeson, originally scheduled, was removed from the current project because of severe flooding of schools and the system administrative complex as a result of Hurricane Matthew in early October 2016.

Status Report for Week Ending February 24, 2017:

  • As of 02/24/2017, except for the education/suitability and technology assessment phase for Bertie County Schools, MGT Consulting Group has completed space inventories, condition assessments, education suitability /technology readiness assessments, and financial capacity assessments for all nine districts. The Bertie suitability assessment will be completed by 03/01/2017.
  • Because of issues identified in the nine systems assessed, certain issues about all state school systems are under review in consultation with legislative staff and state agencies with financial oversight responsibilities.
  • The MGT report is due to the Joint Program Evaluation Oversight Committee and Joint Economic Development and Global Engagement Committee by 03/15/2017.
