SENATE BILL 84

 

AN ACT TO PROVIDE THAT FUNDS FROM THE NORTH CAROLINA ELECTION CAMPAIGN FUND SHALL BE DISTRIBUTED TO POLITICAL PARTIES ON A PRO RATA BASIS ACCORDING TO PARTY VOTER REGISTRATION.

 

The General Assembly of North Carolina enacts:

 

Section 1.  The first two sentences of G.S. 105-159.1(a) are deleted and the following inserted in lieu thereof:

"Every individual whose income tax liability for the taxable year is one dollar ($1.00) or more may designate on his or her income tax return that one dollar ($1.00) of the amount of tax paid by him or her to the Department of Revenue shall thereafter be paid by the Secretary of Revenue, in the manner hereinafter prescribed, to the State Treasurer for the use of all political parties as defined herein upon a pro rata basis according to their respective party voter registrations according to the most recent certification of the State Board of Elections; provided, however, that no political party with less than one percent (1%) of the total number of registered voters in the State shall receive any such funds, and the registration of such parties shall not be included in calculating the pro rata distribution."

Sec. 2.  This act shall become effective with respect to taxable years beginning on and after January 1, 1983.
