AN ACT TO PROVIDE FOR THE CREATION OF A SPECIAL CAPITAL OUTLAY FUND IN MACON COUNTY.

 

The General Assembly of North Carolina do enact:

 

Section 1. The Board of County Commissioners of Macon County is hereby authorized to set up a Special Capital Outlay Fund and to transfer to such fund surpluses from other funds with the exception of the school fund. The board of commissioners is also authorized to levy an ad valorem tax of not more than five cents (5¢) per one hundred dollar ($100.00) valuation to provide funds for said fund. The board of county commissioners is authorized to expend such fund, when it deems advisable, for the construction of any and all necessary county buildings, or the land upon which the county buildings will be built, the expenditure for which would be a necessary expense within the provisions of Article VII, Section 6, of the Constitution of North Carolina including, but not by way of limitation, a courthouse, jail or school buildings. The above tax levy may be made annually.

Sec. 2. All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3. This Act shall become effective upon its ratification.
