AN ACT TO AUTHORIZE THE CITY OF KINSTON TO HOLD A REFERENDUM WITH RESPECT TO URBAN REDEVELOPMENT PROJECTS.

 

The General Assembly of North Carolina do enact:

 

Section 1. In order to better inform itself as to the wishes of the people, the City Council of the City of Kinston is hereby authorized, in its discretion, to cause to be submitted to the voters of the city at an election, the question as to whether a majority of those voting approve or disapprove the undertaking of redevelopment projects pursuant to Article 37 of Chapter 160 of the General Statutes. The city council may call a special election for the purpose of this Act or it may hold a referendum on the same day as the general municipal election. The city council may defray the expenses of any such referendum or election from any non-tax funds which may be available for that purpose. Whenever such referendum is held, it shall be conducted in all ways as near as may be practicable in conformity with the laws governing municipal elections in the City of Kinston. The results of any such election held pursuant to this Act shall in no wise be binding upon the city council.

Sec. 2. All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3. This Act shall be in full force and effect from and after its ratification.
